Opponents - especially in the Democratic party but also some in Trump's Republican party - say that a physical wall is impractical and that the idea is being used as a political tool to whip up xenophobia in Trump's right-wing voter base.

Trump, who campaigned on building a "big, handsome wall" that Mexico will pay for, has recently backed off his desire for a concrete barrier, instead signaling he would be willing to opt for "steel slats".

Trump has remained out of the public eye since returning to the White House early Thursday from a 29-hour visit to US troops in Iraq, instead taking to Twitter to attack Democrats.

But his relationship with the president reportedly deteriorated and he is due to be replaced at the end of the year by Mick Mulvaney, who now serves as budget director.

White House counselor Kellyanne Conway backed away from President Donald Trump's pledge to build border wall calling it a "silly semantic argument" and arguing patrol agents need "enhancements" to do their jobs. Hammill said Democrats are waiting for Trump to publicly endorse a proposal to end the shutdown because he "has changed his position so many times". Pelosi's spokesman said the White House has not reached out formally to her since December 11, when she and Schumer had a contentious, televised Oval Office meeting with Trump.

The Republican president also reiterated threats to cut off all USA aid to Honduras, Guatemala and El Salvador, which he said were not doing anything to stop the flow of migrants toward the United States.

In a departure from the stance taken by his boss, Kelly said the way to halt illegal immigration was to "stop U.S. demand for drugs, and expand economic opportunity" in Central America.

He called for a "sober-minded non-partisan look at our immigration laws" as part of the solution to an upsurge in family and child arrivals.

"We build a Wall or close the Southern Border. We will always protect migrants, defend their human rights", he said.

'It is shocking that federal employees are taking yet another financial hit. When Kelly said earlier this year on Fox News that Trump's views on a border wall were not "fully informed" and had "evolved", the president was enraged and berated him. It's been many, many days since the House passed its $5.6 billion for border security.

"The President likes the $5.6 billion that was in the House package", Conway said.

"At its core, our responsibility in government is to manage public money".

"This isn't about the Wall, everybody knows that a Wall will work perfectly (In Israel the Wall works 99.9%)", the latest message on Twitter read.

Democrats maintain that they have already presented the White House with three options to end the shutdown, none of which fund the wall, and insist that it's Trump's move.
