The administration has remained adamant that Khashoggi's death will not jeopardise a $110bn arms deal with Saudi Arabia that was approved last May.

They include 15 members of an alleged Saudi "hit squad" that Turkey says was sent to Istanbul to kill Khashoggi, who lived in exile in the United States and had written critically of Saudi Arabia's Crown Prince Mohammed bin Salman.

Killing an innocent person is one crime, the treatment and extent of what was done to the body is another crime and dishonour.

While insisting the United States did not condone Khashoggi's killing, the top USA diplomat said the United States had "deep and long-term strategic relationships" with Saudi Arabia and "we intend to make sure that those relationships remain intact".

The body of journalist and Saudi critic Jamal Khashoggi was "dissolved" after he was murdered and dismembered in Saudi Arabia's consulate in Istanbul a month ago, according to a Turkish official.

The newspaper quoted "people familiar with the calls" as saying that Netanyahu and Egyptian President Abdel Fatah al-Sissi defended bin Salman, saying his effective leadership of Saudi Arabia had important strategic implications.

On Thursday, State Department spokesman Robert Palladino told reporters Khashoggi's remains should be located and returned for a proper burial.

His reported comments were made while Saudi Arabia was still claiming that Mr Khashoggi had walked safely out of the Saudi consulate in Istanbul, a story that has now changed several times.

Saudi authorities have denied Turkish police permission to search a well in the consulate's garden but did allow them to take water samples for analysis, according to local media reports. But, as global pressure mounted, the kingdom said that the Washington Post contributor and critic of the Saudi government died inside the mission when an argument degenerated into a fistfight. "And to deliver Jamal's body, which is still missing, to his loved ones.", she wrote.

Cengiz praised Turkey's investigation efforts and called on the United States to lead the way to bring perpetrators to justice.

Khashoggi had entered the consulate to get papers he needed to marry his Turkish fiancee, Hatice Cengiz, who waited for him outside for hours before she alerted Turkish authorities.
